The drill recreates an intrusion into the facility with fire and placement of an explosive device
Starting at 10:30 a.m. today, Thursday, the Juzbado factory carried out the annual emergency drill, as stated in the facility's Internal Emergency Plan. On this occasion, the purpose of the drill was to recreate three initiating events: an attack on the facility due to intrusion; a fire that affects the facilities and an attack on the facility due to a proven bomb threat.
The development of the drill
The event begins when the detection systems of the Double Fence Security ring are activated due to the intrusion into the facility by two people carrying backpacks and who are later located inside the Auxiliary Ship. The intruders, as a distraction, cause a fire in the warehouse, in the Workshops and General Warehouse area, which activates the Fire Protection System detectors. After this, the two individuals go to the Platform Parking Lot, inside which and next to one of the platforms parked with nuclear material, they deposit a package and begin to flee.
The Emergency Response Organization (ORE) evaluates the situation and makes the decision to bring the facility to stable and safe conditions. To do this, the movement of nuclear material in the Ceramic and Mechanical zones, as well as the process equipment, is stopped, and the facility is taken from Operation Mode 1 to Operation Mode 4. In addition, all personnel present are evacuated. in the factory.
After this, the intervention of the Fire Brigade is organized in the Auxiliary Ship to verify the status of the fire. During their performance, two people were injured due to burns and were taken to the factory's Medical Service. After initial attention, their evacuation to the Salamanca hospital is coordinated.
Meanwhile, Civil Guard operatives arrive at the facility and, after a first reconnaissance and intervention on the suspicious package deposited in the Platform Parking Lot, they verify that it is an explosive device. They decide to notify the explosives disposal technicians (TEDAX) and cordon off the area at a distance of 300 meters uncovered and 35 meters under cover, which makes the staff meeting point unsafe and they are moved to the Building. of Offices to put staff under cover.
In addition, the Civil Guard organizes the search for the two intruders outside the factory.
The TEDAX arrive at the facility and take the Control Center as their base of operations, subsequently managing to deactivate the explosive device.
At this point, the facility's Emergency Response Organization, in coordination with the Civil Guard, assesses the situation and defines the actions to be implemented to return to normality. The end of the drill is thus declared, which has been carried out correctly.
The framework of this activity
The drill is part of the Internal Emergency Plan of the Juzbado factory. These types of actions are carried out periodically at nuclear facilities to check the correct functioning of the Emergency Organization, the availability of the means and the coordination with the organizations involved.
